This journal article focuses on the current learning environment in career and technical education (CTE) programs often offered in community colleges and how these programs have been impacted by the COVID-19 pandemic. The author explores how historical challenges require community college involvement in educational equity by being committed to the obligation gap, which places the onus of being the prime agent of change on the institution, not the student. The article provides historical references to assist in understanding what needs to be considered in developing new learning environments that will assist with the challenges of moving on from the pandemic.
